The Ukrainian Premier League received a working visit of Keith Hakkett, General Manager of PGMOL, the organization responsible for refereeing in the English Premier League, on 15 December 2009. Hakkett is a referee with 23 years experience, 11 of which had been with FIFA. Purpose of stay Hakketta - transfer of experience in reforming the system of refereeing in Ukraine.

After the working meeting the working group held a press on which, alongside Mr. Hakketta where, the President of the Ukrainian Premier League (UPL) Vitaly Danilov, and and first vice-president of the Ukrainian Football Federation (FFU), Alexander Bandurko

While answering to journalists' questions, Keith Hakkett noted that the  refereeing reform, which was held in the UK 8 years ago, ended with scandal arbitration. "Today, every referee signs the contract with PGMOL, where the first paragraph states the inadmissibility of" gambling ". We also have program «ProZone» to see in detail everything that happens on the field. The matches of the English Premier League is watched by half the population of our planet. As of Ukrainian referees Mr. Hakkett noted that, after carefully reviewed the video of several games involving teams in the Ukrainian Premier League he appreciates the style and professionalism of local referee.

Vitaly Danilov noted that today the Premier League and the National Federation, by studying the experience of England, will reform the structure and search options to improve the situation in Ukrainian football refereeing.

Alexander Bandurko concentrated on the issue of bribery in the Ukrainian football. "At the last meeting of the Premier League it was decided: The Clubs shall meet and start everything from scratch. We must be ready to go for dramatic actions. We need to create an early warning Commission, among which are the law enforcement agencies that would eliminate the possibility of bribing referees. We have move to a system of contracts, where a referee should be obliged to notify the dirty deals. If not, his actions will be interpreted as complicity in a crime.

The working group will continue on full-time for two weeks. The mission is: to develop a model in detail to reform the refereeing system in Ukraine.
